Setup cannot update your Windows XP files

I have a Chinese version of XP and I am trying to install
SP2. I get the following error message: Setup cannot
update your Windows XP files because the language
installed on your system is different from the update
language.

I have downloaded the Chinese version of SP2 and regional
settings of the Windows XP on my computer is configured
correctly, as far as I can tell.

Does anyone know what the problem is?
