Just wanted to say I had the same problem, and it turned out my memory was
faulty. Symptoms: Setup always stops at about same percentage, no matter
what you do it always happens, even with win2k. Funny thing is that I
installed winxp 3 months ago and it has not crushed until 3 days ago. And
when it starts crushing..oh boy. First it crushes a few times, than you
can't start it except in safe mode, and then you can't even start the safe
mode. It really puts you out of track, you'd never suspect hardware, becouse
it worked just fine (perfectly, actually). I used ultra-x diagnostic tool,
and it showed some faulty memory cells..
Hope this saves a few days to someone..one gets pretty frustrated after
about 15 different scenarios with the same outcome..
