setup a dhcp server

I would like to setup a dhcp server on my network using
my windows 2000 computer that is always on,

Can I do this without running the network setup wizard.
since my addresses do not match the 192.168.0...
numbering system

No. DHCP is a Server Service that only runs on the Server OS.
