settings won't retain

I have 2 XP Pro installations that won't retain settings.
1) One PC needs to have the registry set to grant "full"
permissions to "everyone" for com1. I can set it, and it
works fine, but it returns to default permissions as soon
as the user logs off.
2) Another PC continually resets the display resolution
to 1024x768 after the user logs off.
