settings within Internet explorer

I need to know how to chage the settings so I can read active link on third party sites. All i get is an X for all the different section when I log onto a site. E.G. IBM.com,

Please help
 
Internet Explorer ---> Tools ---> Internet options
You can change any option in the Internet option but I think your
problem may be in Security setting.
