setting up users

currently have a user set up as a power user but there are few pograms that
they are not able to run uless they are set up as an adminstrator.
Is there a way to set an account so the user has all rights of an
adiminsitrator but not be able to modify accounts (type, password, picture
icon etc)?

Try changing the program's folder permissions for the program that does not
work correctly.
