Setting up Interoffice mail

I was wondering if anyone know how one can setup
interoffice mail throught outlook. I remember Microsoft
used to have a program called mail that would allow
setting up just interofice mail without the expense of
Exchange Server, but it seems like that option is no
longer available. What I am trying to do is setup
interoffice mail for users within an environment so they
can exchange mails without the mails going to the
Internet.

Anyones help with this will be very much appreciated.
