After struggling for over an hour on the Rules page and trying set up a
template there, I thought I would try this route. When I try to save the
file the Help screen tells me to save it as an Outlook Template with an .oft
extension, but my file saver does not support that file type. Can I save it
some other way? I tried as an rtf, doc, etc., but the rules pages do not
recognoze those extensions.

You need to turn off WordMail as your editor -- Tools | Options | Mail Format -- long enough to create and save the .oft file.
