setting up access to a page by entering email

My index page is set up as an advertisement to join a newsletter. I would
like to collect the persons name and email address and send it to a database
that I can use to mail a newsletter. After the person enters an active email
account, I would like the submit button to direct them to my next web page.
Is this possible? Can someone help me. I thought I had it all set up, but
when it is active it does not work. I am using FrontPage2003.

Help would be greatly appreciated!

- is it published to a hosted server supporting DB and server side scripting
