Setting the default time for Unscheduled task to be displayed

My boss uses Outlook 2003 and his system automatically checks and displays
unscheduled tasks at midnight. When he wakes at 5:00 AM he find he has a long
list of stuff that needs to be done before his day gets started. He wants to
change this time to 4:00 PM so these lesser priority items will be available
to close at the end of the day. I can't find where to change the time it
chooses to display unscheduled tasks. How do I do this?
 
Outlook displays Tasks in 2 places, the TaskPad in the Calendar and the
Tasks Folder. What you are saying makes little sense - please try again!

In Outlook 2003 if you receive a message that needs action you can
right-click and got to followup and set a reminder. If you select for the
next day and don't specify a time it automatically defaults to popping up the
reminder at 12:01 AM. I want to be able to set this default time till 4:00
PM. On Outlook 2002 that is when it checked by default.
