Setting Promiscuous Mode for Ethernet Adapter

I would like to figure out if it is possible to grant a user/group the right
to set the ethernet adapter to promiscuous mode. I need to enable this for a
specific user/group in order for them to properly run a specific software,
but I do not want to give them full administrative control. Any suggestions?
