Setting Permissions

I am trying to setup Veritas backup Exec and the error I
receive is that the account I created needs the "Act as a
part of the operating system" permission but I can't find
that in any of the menus. Can you help?
 
You log in as Administrator or other account?
If you log in as different account than Administrator,
make sure you have Backup Operator right or Administrator
right!
 
That right is in group policy
computer config\windows setttings\security setttings\user rights assignment
