Setting Permissions Start, Stop Windows Services

I have some application Users who need access to Start and
Stop 2 Services. These are for IBM WebSphere without
giving these appliation users any kind of Administrative
Access on the Server. Is this possible

I can't find the procedure for this.

I have looked on our WIN@K GC and looked at GP and there
is a generic area for Services but is doesn't match the
WebShere Server list of Services rather whats on the GC.

Any help is much appreciated.
