Setting Outlook Express "Create Message" Window Defaults

I use Outlook Express 6. When I click the "Create Message" icon on the main toolbar, the new message window opens up as a partial screen.

How do I set the default so when the create message icon is clicked the new window automatically opens up full screen every time?

It's probably a simple fix and I'll feel stupid when I learn of it, but for the life of me I haven't been able to determine how to do this.
