setting default mail handler

I have several machines with this same issue:
Netscape is set to the default mail handler. It will not
allow a change. IE6>tools>options>Programs - change
netscape Messenger to outlook 2000 "OK" then when you go
back Netscape is back... Due to policy we must continue
to keep netscape.
 
Please don't multipost but revert back to your original post from 1 hour
