Setting Default Folder- globally

Is there a global default setting for a certain directory that I like to
work in (ie folder)... I do 90% of my work in Mydocs... but everytime I go t
a new application it seems like I randomly get a new directory or folder,
then I have to hit mydoc folder etc...

Is there a way to set my default directory per application? I know that
Word and Excel has the ability...
 
Any programs in particular? I don't know of any "global setting", but
depending on the programs there may be other ways.
