Setting default action for desktop icons

Is there a way I can set a different default action for desktop icons? For
example, when I click on a Windows folder shortcut I want Explorer to show
the Explore view rather than the Open view.
 
1.Open Properties of the Shortcut
2.Change the text in target box to :
explorer.exe /e ,"C:\Program files"

Note : C:\Program files is the directory you want to open. Change that
accordingly.

Is there a way I can have those options set automatically whenever I create
a folder shortcut?
