Setting background (wallpaper): Access is Denied.

I received the message, "Access is Denied." and an 'OK' button after
trying to set something as wallpaper. This is the first time I have
rec'd that message. Any help as to why would be appreciated. Thanx!
 
Are you on a network??

Sometimes on networks, people dont have many permissons, like to change
video settings or the time, for example.
If not, i dont really know what is the problem. You might have some worm or
virus then, but I'm not positive
