Setting access rights for other users

How do I set access rights for certain programs on my
computer, such as games, so that limited account users
can run them properly without me having to log in as
admin or having to go "run as..." Also limited user
accounts cannot access the internet properly even though
the connection is set to be used for all users of the
computer. Some games I've installed recently had an
option to install for all users of the computer, so there
must be a way to make the rest of the work properly -
they *almost* all run, but have problems either starting
a game, saving or loading one. Any help would be very
much appreciated.
