Setting a time Limit to a user account

Is there a way, using windows XP home, to set a time limit to a user account?
For example, three limited user accounts to limit two hours each. I would
like stop kids from living on the PC and instant messenger while I am not
home.

XP is not suitable for time limit control. You need to use third party
application. There are many, but if you need software only for kids time
control, than probably the most suitable software for you is Children's
Care.

Usenet gateway is that screwed up):

So he is posting through a leech site (that doesn't even identify itself in
the headers but may be BlueConnex based on the IP address) that uses a
webnews-for-boobs UI to gateway the pretend forum's posts into Usenet.

The noob probably did a search in the fake forum and never bothered to look
at the datestamps before replying.
