Set value of a blank text box

How do you set the value of a text box "idNumber" to 99 if the text box was
blank. Can you do this with the validation rule if so how would I go about
doing that?

Under what circumstances are you wanting to set this number (i.e. why is it
blank)? Will the Default Value property do what you want?
