Set USB device for Quick Removal

Hello
Is there a way to set an USB device (usb external hard drive) to allow
removal without stopping the device with the "Safely Remove Hardware"
applet in windows 2000? Or at least stop W2K from warning afterwards.
I am hoping that there is a registry hack that will prevent the warning
message after a user pulls a usb device without stopping it.

What you're trying to do is equivalent to giving yourself an
injection so that it won't hurt when you jump off a train
before it has stopped. It's not a good idea to pull a USB
disk unless it's been stopped!
