Would you expect support for Borland Dephi in a Microsoft news server?

This newsgroup is for Microsoft Access, a database application in the
Microsoft Office suite.

Suggest you try the Borland Web site (or a Borland Delphi book).
 
I have make a program with borland delphi 8 and i don't know how do make
setup.
