I have web pages that utilize frames and in the main frame I am opening an
Excel document, although I have set my Excel html page to print landscape
with particular margins, when it is posted to the web it doesn't not take
those options. Is there a way to embed those options in the html?

No
- since printing from browser is controlled by the user

why aren't the options set on the html document taking affect like the
orientation and the margins.

Because they just don't. The Excel document is only a document on the web.
It carries none of its Excel functionality with it.

Because there is no means of storing such info in a text file, which is what a HTML document is.
