set database password

I've set the database password for a number of Access 2000
files in the past. However, I've come across an instance
where this error keeps coming up even though I do have the
file open exclusively: "You need to have the database open
for exclusive use to set or unset the database password".
This is a file I created so I don't have any reason to
believe that it is different from any of my other files.
Does someone know why this is happening? Luckily, I am
able to import everything into a new file and secure the
data there, but the problem is still very puzzling.

Does the database file (.mdb) have the same name as the security file
(.mdw)? If yes, try changing one of the file names to something different
than the other name. I had a similar issue while trying to change the design
of a form using Access 2003, and I had it resolved by changing one of the
names.
