Services with Read+Execute permissions to Authenticated users

If I disable a service and change the service permissions to Read+Execute for authenticated users
Is there a way for the user to use this service in anothe way with the execute permission? as using this service by calling it from another application

As far as I know, a service that is disabled cannot be started by anyone.
