services failing on reboot

I have some services that require a username and password to start. These
services run on a DC, there are multiple DC's in the site and org, all W2k
SP4 native. When we reboot the server the services fail to start
automatically. After the server is fully up they will start manually. It
seems that these services are starting before active directory or some other
key services starts. An example service is BackupExec. Any idea how to
resolve this?

thanks
