"Service" has status of "Starting

The POP3 service on our Exchange server has a status
of "starting"
How do you restart this service without rebooting the
server.
 
Perhaps I'm misunderstanding the question:

net stop "service name"
net start "service name"

If the service is hung on starting you may have no choice. Form a command
prompt
net start
to see what is really "Running"
