Service failed to start error 1079

When computer boots I cannot start my ADSL connection. I
get error 651 (Unable to establish a connection).
Event viewer shows the 3 following errors.

Service Control Manager Event ID 7000.
The Universal Plug and Play Device Host service failed to
start due to the following error:
The account specified for this service is different from
the account specified for other services running in the
same process.

DCOM Event ID 10005
DCOM got error "The account specified for this service is
different from the account specified for other services
running in the same process. " attempting to start the
service upnphost with arguments "" in order to run the
server:
{204810B9-73B2-11D4-BF42-00B0D0118B56}

ipnathlp Event ID 31012
The DNS proxy agent encountered an error while obtaining
the local list of name-resolution servers. Some DNS or
WINS servers may be inaccessible to clients on the local
network. The data is the error code.

If I unplug the ADSL USB modem and reconnect then the
problem goes away after another 2 or 3 failed attempts to
connect.
