service control manager

on a new install i get the following error "access is
denied" title bar has SCMan, when you click okay a second
window pops up "Can't open Service Control Manager" again
title bar has SCMan. this is only on non admin accounts.
everything seems to run okay but very annoying for users.
anybody have an answer for me??
