Services Control Manager security event

I get a pair of errors every time I log on without
administrative priveleges.

There are 2 related events logged in the security log,
detailed below;

Accesses DELETE
READ_CONTROL
WRITE_DAC
WRITE_OWNER
Connect to service controller
Create a new service
Enumerate services
Lock service database for
exclusive access
Query service database lock state
Set last-known-good state of
service database

Privileges -

The wording of the 2 errors (displayed by dialogue box
just after login) is;
"SCMan Access is denied." &
"SCMan Can't Open Service Control Manager"

I've been researching for a day now. I know what the
services control manager is and a number of problems it
can experience.

However, the only workaround so far is to give everybody
admin rights. That's not going to happen.

Any fixes or comments gladly received.

Found a fix. Uninstall ASUS control panel utility for the
video card (lives in systray).

No wonder nobody here had any feedback - too left field.

Talk about poorly written integration and error reporting
from ASUS.
