Server service

I have tthe following issue on my Windows XP pro Laptop. The issue is if I click on properties of the administrator account and then the member of tab I get the message "The following error occurred while trying to read the properties of the user administrator The server service is not started" Any Ideas
 
Hi

From Start>Run type

services.msc

then scroll down the list to the Server Service - right click on it and
select Start. Then right click on it and select Properties. Make sure that
the drop down menu is set to 'Automatic'.

I have a different problem with server service. Server service did not install with my XP. I upgraded from XP Home to XP Pro. I tried to start a new thread to ask if anyone knows how to resolve this, but when I identify the fact that I want to start a new thread using a question, nothing happens. Can you help me with either of these two problems?
