server service started but disabled

I've noticed in the past 2-4 weeks that almost all of my servers and clients
have the server service disabled, yet started... so when i issue a reboot
without changing the server service to auto and start on startup, the
service will not start and will not start the net logon service and computer
browser. I have a feeling that a Microsoft update is the culprit as to why
this service is started yet disabled... on the client side, the service is
stopped and disabled.

Any input...
 
figured it out guys... seems like someone made a change to our domain
security policy.
