Given a known CPU rate and RAM size, in general, how do you come up the
practical CPU rate and RAM size? I cannot just add them plus OS requirement.
I am looking for a hints or guideline. And how do you estimate the SQL 2000
data growth per year?

Get yourself a copy of the NT Server Resource Kit Guide, or whatever
subsequent version there is for 2000, from Microsoft Press. It has several
good formulas for estimating bandwidth allocation, CPU size, memory size,
swap files, etc.
