server error - cannot create folder _vti_cnf ???

when I go to publish my site I get the server error stating it cannot create the _vti_cnf file. My navigation is hosed. If this is a host issue is there a way to find out who is hosting the site I am working on. The person who knows is not accessible right now on my side. Thanks
 
Check out the name servers using whois. Whom ever owns the name servers is
normally the ones doing the hosting. However, if you don't know the Userid
and Password it is unlikely they will asset you.
