Server Busy Warning Message

Hello. Can somebody help me figure out why i get a pop-up warning message
that has the heading "Server Busy: This action cannot be completed because
the other program is busy. Choose 'switch to' to activate the busy program
and correct the problem." I am running windows XP w/SP2.

1)what is this "other program" it is talking about?
2)how do i get rid of this message?

The message pretty much pops up no matter what i'm doing on the computer.
Even if i leave the computer idle. I have tried using task manager to
identify what is triggering it and when i click "go to process" taks manager
highlights "IEXPLORE.EXE".

Help is greatly appreciated. Thanks!
