Server-based Auto Reply Rules

I have Outllok 2003 with Exchange Enterprise 2000 SP3. My Server based auto
reply rules are not working anymore across different accounts. The rule will
send auto-replies internally but fails to send any externally. If sending a
message manually to the same external address the email goes through. Please
help...

Your Exchange administrator apparently is blocking auto-replies to the Internet, which is usually the preferred policy, to avoid mail loops.
