Server 2000 License Error

I have a windows 2000 server and I keep getting Error 26 "
Application popup: License Warning : Warning: License usage for a product
licensed in per server mode has exceeded the maximum number of licenses
purchased and will prohibit further licenses from being granted. Consult the
Application event log or License Manager from the Administrative Tools
folder for more information. "

I am not over licenses.

Any ideas?

The Licensing Server is less than useless in Windows 2000.

Turn it off like everybody else does and manage your licenses manually.

Any reason you're using per server licensing rather than per seat?
