Serious problem starting up and being stuck in safe mode.

I was on a friends windows xp (SP1), and they were having trouble connecting
to the internet, so i had a go at fixing it. I put the computer into safe
mode and restarted it. it started up normally although this time a new blank,
black screen came up diring the startup (before the windows logo is
displayed) saying: "This PC is protected by pc-angel!" my frined sai that
they had never installed any program of that name. Regardless of the message
all started up fine and i got to the login screen, but within ten seconds the
computer switched itself off and began starting up again, as if i had
unplugged it and the re-plugged it in, not displaying any "shutting down"
message. This happened continously, it reached the login screnn the restarted
abruptly. So i went and fetched the restoration cd, to restore the computer
back to its factory state, this all ran perfectly, but when i started it up
again, i found it was still booting in safe mode, and because it was in safe
mode it could not finish the windows xp setup (where you type the owners name
and the desired computer's name etc.) it gave me the message "Windows xp
setup can not be completed in safe mode. System will now reboot" the computer
then reboots itself and repeats itself. How can I fix this problem?

Let me guess ... your friend has an HP computer?
PC Angel is software preinstalled on many OEM computers.
My Wife's HP came with it. It is actually on a hidden partition which
also includes your recovery data. (The type of recovery data that
reverts your system back to it's factory state.) If you were to keep
hitting the F8 key, for example, you should get HP automated recovery.

Do not worry PC Angel did not *infect* your computer.
You may be infected with something else though. That I cannot help with
without seeing it for myself.

If you get utterly stuck, you could perform a Repair install of Windows.
