Series Capture Feature is Turned Off

The little black cross which allows me to capture and to extend data series,
such as months, is turned off. Re-booting did not correct the problem.
Please advise. I am using Office 2007.

.... or Excel Options>Advanced>Allow cell drag and drop. (I had to query the
Help feature until I figured out that the little black cross is called the
fill handle, then to look up "Enable Fill Handle" - although, I did not
remember disabling it in the first place).
