Sent Packets in Millions . Recieved under 100

I have windows 2000 server with all updates loaded from microsoft. I am running SQL 2000 and java tomcat server. The sent packets shoot up instantly into the millions and clog the network. Have reloaded machine several times , checked for vieuses and changed nic card... any ideas????

get a packet sniffer and find out what is being sent.
 
I put a sniffer on ... it is SQL server sending out udp port 1184 to millions of ip addresses dest port udp 1434 - ms-sql mon... ideas????
 
What sniffer did you use?
