Sent Item Remains in Outbox and does not get sent out until I acce

Sent item remanins in outbox and does not get sent until user access the
outbox and press send again and it creates two emails.
Note item is being from a different account or email from users original.

Care to be any less vague? What version of Outlook? What account type?
Does the message in the Outbox have a time stamp and does it display in
italics?
