Mail sends but copy remains in outbox - not sent items

2000 SP-3 (9.0.0.8954) (POP Email account)

When sending an email, it appears in the Outbox folder (showing a date).
When the "send" completes, the email remains in the Outbox folder (the date
being replaced with "None"). If any one can advise me as to why the email
remains in the Outbox vs a copy being placed in the Sent Items folder, I'd
greatly appreciate it.

(If happens on 1 of 12 computers.)
