Sent Email rejected

" When I send email, it won't go thru and I get the message, "Relay operation
rejected:Authenticate with POP first" What setting do I need to change?
 
If you have Outlook 2002 or 2003, go to the "Outgoing server" tab of your
account, enable authentication, and select the "log into incoming server
before sending".
