I finally got mine to work. Go to start menu (Outside of Outlook
Express) Go to Programs - Set Program Access and Defaults. Go to
Custom section and pull down right hand bar. Check appropriate boxes.
It works. I can now send pages from Outlook Express.
It also helps to copy the URL into the message. It benefits the
receiver.
When I click on the Windows start button (lower left corner) and go to
programs, all that is listed are the programs on my computer. There isn't
any Set Program Access and Defaults.
Inside IE6 there isn't any start menu.
Am I missing something or looking in the wrong place?

All of it is done outside of Outlook Express. Go to Green Start - All
Programs - Go way to the top before Programs are listed, there is a
'Set Program Access and Defaults' - Click - Menu appears - There is a
Custom (with a dot) - Click arrow on righthand side - Pull down and
check appropriate fields. I am using Windows XP.

I also found the Set Program Access and Defaults Feature is not
availalable in Windows Server 2000.
