Sending mail

I get the following error message when sending mail,

-- The connection to the server has failed. Subject 'Re: Friday', Account:
'POP3', Server: 'shaw.ca', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket
Error: 10060, Error Number: 0x800CCC0E

How do I change the necessary settings
