difficulty setting dialing rules, windows xp fax utility insists on inserting
the number 1 in front of locally dialed fax numbers -- neet to include area
code for local phone and fax dialing but LAN will not accept 1 in front of
phone or fax telephone numbers --

Windows XP Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "international format."
