This is Vista Mail newsgroup. For Windows Mail, the smtp port # is NOT 587.
It is 25.
Unless it is hot mail, etc.
It is important you include the post you are replying to, otherwise someone
else reading it will use it as Windows Mail out-going setting, which is
wrong.

i can't send e-mails either and when i go to windows mail, i don't have a
tools bar to get to the mail port. How how can I reset my tool bar?
 
I see you posted with a Yahoo email address. Is that your only email
address? US-based free Yahoo accounts have webmail access only, no
POP access. Windows Mail handles POP mail but not Yahoo webmail.
Yahoo's solution is to pay them for premium "Mail Plus" service:

and use the special settings for that service:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-14.html

If you are OK with using a non-Yahoo email address, you have these other
solutions that will work with Windows Mail:
* Use the email address assigned to you by your ISP.
* Use a free Gmail, AOL, or Hotmail/Live account.

You can also continue to use Yahoo's webmail: http://mail.yahoo.com

Tools, Options, etc. is not on the toolbar, it is on the menu bar.
The menu bar has File, Edit, View, Tools, Message, Help.
What do you see directly below the Title bar?
 
Isn't that the type of comment that some people are eager to investigate?
