Sending emails with attachments

I switched to using Outlook 2007 and Windows Vista.
Cannot send out anymore an email with attachment to other email addresses
since the change to Vista and Outlook 2007.
Incoming emails with attachments are OK.
Outgoing emails without attachments are OK as well.
Outgoing emails with attachments to my own email address go through OK.
Where do I have to look to solve this problem

What happens when you try?

If you have a virus scanner that integrates with Outlook disable this
integration and try again.

I first installen Windows Vista Basic as a clean install (march 07), after
this I upgraded to Vista premium (2 weeks ago). The problem remainded from
the beginning. Have already been in contact with Norton (Norton 360) and went
through the exercise to disable the Virus scanner and the Firewall but the
problem remained. so it looks not to be a problem related to Norton.

What error do you get when you try?

Does it work when you start Outlook in safe mode?
Start; outlook.exe /safe

I just run outlook.exe /safe and send an email with attachment to my own
address and one to the computer of my wife (same ISP - different email
address)
Result is that I, on my own email address receive the email with attachment
perfectly ok but on the email address of my wife the message is received
without attachment but for the rest the text etc is normal.

There is no error message. Whoever I send an email to with attachment, the
Attachment fails to reach its destination ???

What message format are you using?
If Rich Text set it to HTML or Plain Text

Also verify that the sending properties for the contant is set to "Let
Outlook decide."
To verify open the contact from the Contact folder-> right click on the
email address-> Outlook Properties

but I am at a loss following up on the other advise Set to "Let Outlook
decide"
have been looking for the right way to get to being able to follow up on
this advise.

can you advise me in detail how to get to this window

Open the contact record of the contact to whom you're sending the message.
Double-click the E-mail address. Examine the "Internet Format" drop-down at
the bottom.
