I am trying to use windows mail and this is the message that I got. I have
followed a few suggestions in these threads and still can not get it to
work.

The connection to the server has failed. Subject 'Fw: Welcome to Windows
Mail', Account: 'pop3.live.com', Server: 'smtp.live.com', Protocol: SMTP,
Port: 25, Secure(SSL): Yes, Socket Error: 10061, Error Number: 0x800CCC0E

Try changing the Port number in use from 25 to 587, tools>accounts>select
your account>Properties>Advanced tab.

POP server: pop3.live.com (Port 995)
POP SSL required? Yes
User name: Your Windows Live ID, for example (e-mail address removed)
Password: The password you usually use to sign in to Hotmail or Windows
Live
SMTP server: smtp.live.com (Port 25 or 587)
Authentication required? Yes (this matches your POP username and password)
TLS/SSL required? Yes

Use the Configuration Settings on this page:
http://mailcall.spaces.live.com/Blog/cns!CC9301187A51FE33!49799.entry

NB: Set Outgoing server (SMTP) to Port 587, not Port 25!

Windows Mail's new account wizard is hard-coded to reject (e-mail address removed)
and (e-mail address removed) addresses. When you enter your email address during setup,
use a dummy one (e.g., (e-mail address removed)). After you've finished, go back
and change the email address to the correct one.
